User-Provided Notes on Charging Stations to Help Other Users

To accompany the new “last time charger was used” feature, a way for users to leave notes about charging stations as well. Then maybe a way to rank or vote on those notes. And then maybe surface the best notes or highest ranked notes when looking at a charger.
