Traffic info is not correct on secondary roads and within cities

Traffic information is not correct on secondary roads and within cities. Sometimes the roads are marked yellow or red but there is no traffic or the traffic jam is on the left lane. I know there are always some delays but motorways marked as yellow or red at 5 am in the morning makes no sense to me as there is no traffic at all.
