Too few chargers chosen even with "Quickest"

Even though I chose "quickest", it is making my trip slow by choosing
one charging stop for nearly a full charge, rather than two charging
stops.

If I change my settings to require arrival with 23% charge, this
prevents the bug, it uses two charges, and I arrive about 10 minutes earlier
even though I asked for a higher charge level at the end. Here is that plan:
