toll based per country

could it be possible to allow/disallow toll roads for a set of countries, Like I have a yearly toll subscription for austria so a detour of 100 KM to avoid toll is switzerland where i do not want to pay toll for that one trip , or to aoid toll roads in france while allowing toll in austria.
