Stations from avoided network still showing on map (sometimes!)

Adding a network to Avoided Networks via Settings hides or greys out its chargers on the map. Adding it via a charger's own Network Preference screen leaves its chargers fully visible, even though both methods add the network to the same Avoided Networks list in Settings.

Steps to reproduce

Path A (working correctly):

1. Settings → Charging → Charging networks → Avoided networks → Add avoided network

2. Open the map → chargers of the avoided network are hidden or greyed out depending on zoom level ✓

Path B (broken):

1. Tap any charger of a given network → Network preference → Avoided

2. Open the map → chargers of that network remain fully visible, as if no preference were set ✗

Expected behavior
Both paths produce the same result: the avoided network's chargers are hidden or greyed out on the map, consistent with Path A.

Actual behavior
After Path B, the network appears in the Avoided Networks list in Settings, but its chargers are still shown normally on the map. This results in a mixed state where some entries in the Avoided Networks list affect the map display and others do not.

In the old ABRP UI there were two distinct "avoid" levels (e.g. one vs. two thumbs-down). The behavior now seen via Path A and Path B appears to map to those two legacy levels. It seems Path B is writing a softer avoid preference that the old UI would have displayed differently, but the current UI presents both levels under the same "Avoided" label without distinction. The backend may still distinguish between them; the UI is just not setting them consistently.
