Route will not plan when L2 type not selected

When I put in my R1S quad large on 22s and deselect L2 charger types it fails to create many routes including but not limited to Fountain Valley, CA to Normal, IL. If I include L2 chargers it generates route suggestions even though no L2 chargers are used on those routes.
