Logically if I set charging arrival to zero and allowed charge to %100, the planner should come up with unconstrained ultimate quickest plan. But it is still possible obtain quicker arrival with limited settings. Same applies to charger plug count. 1 should be the best where planner chooses wherever it is needed or not.
