Recommend reduced speed on legs going into Level 2 chargers

If a leg is ending at a level 2 charger (perhaps a point that someone added because it’s in PlugShare but not in ABRP) recommend the optimal speed that minimizes travel time and charging time for that leg. Currently this is only controllable via the overall max speed, but that causes issues with legs going to DC fast chargers.

Ex: 70mph for 40 minutes results in needing 2 hours of charging, but 60mph for 47 minutes results in needing 1.5 hours of charging. The first is 2hr 40 minutes, but the second is 2hr 17 minutes. Find the optimal speed and recommend that.

This really only impacts those of us with small batteries road tripping across fast charging deserts.
