The folks at Out of Spec are creating an app called Rate Your Charge to report on the real-time functional status of charging stations - kinda like PlugShare but much better because you'll know if you can get a charge when you're en route rather than just having a nebulous score of past performance.
As they get this app up and running, you should talk to them about how to integrate their data.
