Planner not using manually-entered charge percentage

This may be user error instead of a bug, but it seems like an odd result.

I planned the following trip to the middle-of-nowhere, Oregon, even though I have no intention of going there:

Even after boosting my charging at a couple of stops to 100%, it says, "No valid plan found - this is the best attempt."

First of all, I think that explanation could be more complete. Why is not valid? Is there any way to make it valid?

I set Plush, Oregon, as a waypoint and indicated that I would spend the night there by choosing a departure time of 7am the next morning.

At the ChargePoint station in Burns the next morning, ABRP predicts I would arrive with -17% battery. I assume that's why the plan isn't valid.

So I manually entered 100% for the charge at the Plush waypoint. Maybe ABRP knows that there's no electricity at that location (true), but what if I charge from another car or something?

At any rate, even after saving the plan, starting over, and choosing the saved plan, it shows 100% charge when I click on the settings for Plush but -17% when arriving in Burns. What am I doing wrong?

Also, why is it recommending I go to Burns at all? As you can see on the map, Burns is out of the way entirely. Why wouldn't it just send me back to La Pine, where I would have charged the day before? It's about 30 minutes farther, but it's along the way and the planner shows me consuming only about 58% battery between La Pine and Plush. If the planner would recognize that I plan to charge to 100% (or even 70%) in Plush overnight, it should be able to send me back to La Pine the next morning with plenty of battery.

I can probably replace the Burns stop with the one in La Pine, but it seems like ABRP should send me there in the first place.

(By the way, ABRP doesn't seem to have good information about the chargers in La Pine, for example. I assume that's because there are very few users of those chargers and it's in rural Oregon. If so, that's fine. But it also says there are 4 stalls, which might be misleading when, according to PlugShare, there's 1 evconnect fast charger at the La Pine Chevron and 2 blink slow chargers in a different location.)
