Phantom Congestion in Rural New Mexico

I live in rural(ish) New Mexico and have recently upgraded to your premium version (though I'm not sure that is related to the issue). In a couple of different places in my neighborhood, ABRP has begun showing certain roadways as congested when they are not. I'm not yet sure if this phantom congestion changes over time or if, as happens in at least one instance, a particular road always shows congestion. The attached photo was taken last night when there was no traffic at all on the road.
