Per country "avoid on route" options

Hello,

the avoid on route options allows to avoid tolls roads or highways as well as ferry altogether.

However on multi-country journeys, often we do want to use highways in one country but want to avoid highways in another one.

More specifically, often a highway vignette on country XY is not worth it for just a couple of kms.

Currently, guidepoints are required to steer the route away manually.
