Option to set maximum charging time

I ran into a significant number of chargers with a 60 minutes session limit. If all stalls are full and anyone shows up to charge in that time, it would be really bad form to start a new session instead of giving up the charger.

Ideally the app would know about these limits and could be told to honor them. However being able to set a session limit globally would be useful too. At the moment you can manually set the charge time at a stop but that also forces the planner to use that stop when the session limit might make a different charger more efficient. And it's just irritating to have to set limits on stops manually.
