Prefer Chargers With Live Status

An option that would cause the charger selection algorithm to select chargers that are providing real-time availability data would have two benefits:

1. It would give drivers a better idea of “the facts on the ground” as they approached a charger, and

2. It might be an incentive to the operators of charging networks to work with ABRP to provide accurate real-time data.
