ODB is pulling data but stills says failed to connect

Trying to pair ELM my bluetooth dongle. It goes through the first two steps instantly and displays correct vehicle data, but then the third step fails. It obviously HAS connected correctly because it is showing the data!! This is a brand new dongle, is not paired in Android settings, and there are no other apps running or paired to the dongle. This is the only reason I paid for a subscription.
