OBD does not work on Chevy Bolt

Chevy Bolt 2017 with 66 kWh battery upgrade; OBDLink CX; ABRP app version 4.2.8; iPhone 12 Pro, IOS 15.5

Step 3 goes wrong.
Loading car configuration success
"BLE connection established, filed to connect to your car"

I've tried this several times, changing the order of doing these things: starting the app, plugging in the dongle, connecting Bluetooth in settings (or not). But nothing I've tried seems to work.

Where does this happen?
