Minimum number of stalls strange behaviour

7.1.0(5843) version

When i try to build route from Montreal to Toronto and have minimum stalls number set to 3 a charger with 4 charger connectors is ignored and I’m directed for a short side drive to another chargers.

When I change minimum to 2 it’s used in the calculation.

Even if we consider as duplication issue 180 kw charger it still should be 3 charger connectors, which most probably not stall, but why then to use different measure units?
