Measure "Charging stops" in max duration

The "Charging stops" slider is very useful but kind of random. What are the units? How does it interact with the other settings?

One step towards "Short but many" used to pick legs around 3/2 hours. The other day, the same settings on the same route picked stops about every 1/2 hour, while two steps "Short" picked stops more like 5/2 hours.

I need a bio break every 3/2 hours, and making it a charging stop means (1) it's usually easy to find bathrooms, coffee, and food, and (2) I can plug in, take my break, unplug and go, so charging adds practically no time to my necessary breaks.

So it'd help planning if this slider set the max duration of each trip leg in half hour increments. That would fit the planning needs and make the slider predictable.

Ideally, if there isn't a charger roughly near the bio break time, ABRP would find a non-charging place to take the break.
