Make settings' effect obligatory

Hello all,

to me it seems that settings are treated more as a recommendation than an enforcement. But if I say “I want a toilet next to EACH stop” or “ignore network X” or “don't go below 15%”, I am usually serious.

Is it possible to make settings obligatory?
