Low arrival state of charge

Suggest that, if the arrival SOC is below that set and no suitable chargers found, the charges which do not meet the requirements in settings are offered.

As an example, I set a minimum of three charges on a site to avoid solitary charges that may be broken of not suitable. However, recently, while travelling in Spain I was on a long section of road where chargers occurred singly or in pairs. Navigation could only suggest chargers that were behind me. I was unaware of this situation.
