Desktop PC not connected to GPS, routing begins wrong place

So, it appears that when plotting a route from A to B, it will start the navigation from completely unrelated C. That might be because Windows does not have access to a GPS, and therefore the location in determined by some internet connection point in location C.
It's expected that the route will start from the starting point. It is also expected that the route can be traversed without GPS-data.

Where does this happen?
