Change network preference functionality

I would like some more granular choice of network preference when route planning, as currently I find that the route planner suggest some major detours from the main route if no "preferred" chargers are available along it. I'd propose allowing the user to select how much of an impact they'd be willing to accept on their journey for a given charger.
i.e. select 30 minute detour for Fastned
An inverse could also be done for chargers that the user typically want avoid unless they save a certain amount of time.
i.e. select 1 hour saved for Ecotricity Chargers
