Cannot route through North Cascades Scenic Highway

I'm trying to route from Seattle to Winthrop, WA via the North Cascades Scenic Highway and it insists on routing back out of the park and a long way around back to Winthrop. It's behaving as though it thinks the NSC Highway is closed. I tried adding waypoints along the highway but it will not route along the highway, it always doubles back.
