Cannot put in 12pm for start time in edge or Chrome.

When I try to put in 12 anything for a start time I cannot. So I originally wanted to put in 12:30 but could not. I tried in both Edge and Chrome and with multiple keyboards. I simply wanted to start the trip at 12:30pm. I can put in 11:xx without an issue but when I try to put in 12 the second digit for the hour will disappear and it will jump to the minutes area. No one else is having this issue?
