Cannot link Rivian: No ABRP account is linked to this provider sign in

I am trying to link my Rivian to my ABRP account.

I click the link vehicle flow, I enter the username/password, I paste the 2-factor auth code. Then I get this error:

“No ABRP account is linked to this provider sign-in.”

And I’m returned to the login page for the Rivian. I have tried on mobile app and the web (both desktop and mobile-web), both encounter the same failure
