Bolt EV Charge Time Wildly Incorrect at Low Temperature

It is currently 16F (-9C) outside while charging. ABRP is suggesting that for a 2019 Bolt EV in these conditions charging 31% (~19kWh) should take 22 minutes. It does not. For that to be the case, average charge rate would have to be 50kW. It's not. The majority of the charging curve at these temperatures is below 30kW, extending charging time to 1 hour or longer.
