Avoid Highways: issue with definition of US highways

Hello,

I am planning a trip from Atlanta GA USA to Jekyll Island GA. I told ABRP to avoid highways. Highway, to me, means Inteestate highways with limited access. ABRp is avoiding 4 lane not limited access highways and taking me on small roads.

Waze, Apple Maps, and Google all consider highways to be Interstste highways.
