Add setting to avoid insignificant and illegal timesaving

In The Netherlands (as in many other places) we see a lot of traffic jams. ABRP tries to route around them to save time, definitely useful when you save a lot of time. However, sometimes this results in ABRP telling the driver to take an off ramp on the highway and then immediately the on ramp again, saving a minute at best. I want to have the possibility to set a minimum threshold for time saved to avoid this behaviour which doesn't result in insignificant timesaving.

Additionally, sometimes ABRP will reroute from the highway to provincial roads where this is illegal and WILL result in fines for the driver (e.g. on the A27 around Vianen in the Netherlands.

    Thank you reporting these issues! For the first one with saving time, could you share an example where a route from ABRP told you to drive off ramp and back again? This will help us know your situation better. To do this;

    1. Plan the trip in ABRP

    2. Click/tap: ‘Share plan’

    3. Click/tap: ‘Share ABRP link’

    4. Paste the URL here

    ⚠️ IMPORTANT: Please exclude private addresses and the use of ‘my position’, home, work, etc., from the plan you post here publicly.

    As for avoiding the fines, we would need to know exactly every road where this is illegal and is quite difficult to know. Additionally, it would mean that these changes need to be made in Openstreetmap and therefore be updated to our map afterwards. The website is where you can make manual changes to roads where it would be not allowed to drive at a certain time which you can edit as a user.       The first problem, routing on-and-off a highway when there is traffic, is a well known problem, there are lots of posts about it – I think some of them may include examples. The problem is that there is no way to simulate traffic in ABRP, so it is very difficult to produce these problems “at will” and rather unsafe for a driver to try and capture an example enroute.
