According to Tesla, the Mill Hall, PA charger is currently at $0.42/kwh for NACS EVs. It doesn't give a differentiation of prices for other vehicles, but you could quickly crowdsource recent pricing if you made it easy to enter charge totals or pull it from the accounts. The ABRP reference shows it is $0.33 but according to my Tesla app, it is currently $0.34. By pulling from cars accounts when possible and allowing user feedback about charge info, you could create a way to route with cheapest cost and even offer best departure times if the rates vary by day.
