There are no restrictions as to where the app works, as long as you can gain access to live data via OBD dongles and that there are chargers along the route you are wanting to travel. Be aware that electric charger availability is not as common in Colombia as other countries and can impact your travel with amount of stops you have to make and other factors aswell.

Enode does not work in Colombia unfortunately.
