OBD Dongle only connects when the car is in Drive

I bought one of the recommended OBD2 dongles when the feature was added. It's an iCar Pro BLE by Vgate. I'm pretty happy with the performance but one thing took me awhile to figure out and is kind of a pain. I can only connect the dongle with ABRP when the dongle is plugged into the car and the car is in Drive. If the car is on but in Park, the ABRP app reports connecting to the dongle (when pairing in the ABRP app) but fails on the last stage of getting whatever information it expects from the dongle. I believe it also fails if the car is in reverse!

The type of car is a Hyundai Ioniq Electric 2020.

Another hassle as a result of this is that if I open the app before putting the car in Drive when the dongle is plugged in, ABRP tries to connect and fails. The only way to resolve this that I've found is to put the car in Drive, unpair the OBD2 dongle, then re-pair it.
