Meaning of "Exclude" in Network Preferences settings

In the charging network preferences you have the option to "Exclude" a charging network. Does this mean “never use this network under any circumstances” or “never use this network unless it is the only way to make a viable plan” or something else?

Also, if you are critically low on energy (below the setting for arrival SoC) and the closest stations in the area are in excluded networks will ABRP suggest them? What will ABRP do if the only stations within range are in excluded networks?

Is there any way to easily ask ABRP to find the closest chargers with compatible plugs?
