Why divert to a side stree when the main road goes straight through unimpeded?

I've sent another example, at 14:56, as you requested for a trip the other day. On the route plan in Liverpool City Centre (near to Lime Street Railway station) the planned route turns off Russell Street and then into Hart Street then down London Road to then turn right onto Hunter Street. If you look at the route if you went to the end of Russel Street you can turn right onto Seymour Street which then turns into Hunter Street. It doesn't make any sense as it is slower and longer.

Where does this happen?
